Drawing a clear line against the central government’s push for Gram Nyayalaya, Punjab Chief Minister Bhagwant Singh Mann termed it impractical and contrary to the interests of the legal community and said the government was prepared to take decisive action on the issue in the state. Announcing the formation of a committee of legal experts to thoroughly investigate the matter, the Chief Minister said he would raise it with the central government at the appropriate level.

Describing the issue as one of institutional integrity and public trust, the Punjab Chief Minister stressed that the rule of law and ethical standards must remain supreme in the judiciary. He said that his government will spare no effort to protect the interests of lawyers.

Speaking to representatives of 65 bar associations at the Municipal Building, Chief Minister Bhagwant Singh Mann said, “People across the state have access to courts within a 20-kilometer radius, making this resolution practically unimplementable in Punjab. Lawyers are already protesting against this move by the Center as it is causing legal problems for state governments. All means will be explored to block this resolution in Punjab.”

The Chief Minister announced, “The Punjab government will form a committee of legal experts to examine all aspects of this matter. I will also raise this issue with the central government at appropriate forums.”Reiterating his commitment, Chief Minister Bhagwant Singh Mann said that the State Government is committed to protecting the interests of the legal community and will leave no stone unturned for this noble cause.

Highlighting the contribution of Bar Associations, the Chief Minister said, “Bar Associations have always played a vital role in effectively contributing to the development of the legal system in the country and have worked extensively for the betterment of society. India is a sovereign socialist republic with a parliamentary system and has the distinction of being the largest democratic system in the world. Justice, liberty, equality and fraternity are the four virtues guaranteed to every citizen by our Constitution.

Emphasizing the importance of the legal system, Chief Minister Bhagwant Singh Mann said, “The rule of law is the foundation on which a modern democratic society is built. A legal system committed to values, integrity, and excellence in the judiciary is a vital component of a vibrant and just society. I understand fundamental rights and am also aware of the challenges lawyers face in succeeding in their careers.”

Comparing public life and the legal profession, the Chief Minister said, “Political leaders and lawyers alike enjoy the trust of the public and both should work to maintain this trust in every way.He further said, “Justice is expensive these days, like anything else.” So he proposed the idea that lawyers should establish NGOs to provide free legal aid to marginalized sections of society.

Emphasizing the need for morality, Chief Minister Bhagwant Singh Mann said that cases can be won or lost, but the rule of law must always prevail. He added, “Every demand of lawyers, including the Lawyers Protection Act and the conversion of commercial electricity connections in chambers to domestic connections, is legitimate and will be reviewed. I myself am a people’s advocate and fully committed to the welfare of every section of society.”

Referring to the venue of the meeting, the Chief Minister said, “This Municipal Bhawan is known as ‘Niyukti Bhawan’ because about 50,000 appointment letters out of a total of 63,000 jobs are handed over here.”

He further said, “The Punjab government has already taken numerous people-friendly and citizen-centric decisions to benefit the common man, and many more are underway. In a democracy, the people are supreme. During their tenure, those who lived in palaces closed the doors of their homes to the people, but when the people got the chance, they locked the doors of those palaces from outside.”

Earlier, Advocate General Punjab Maninderjit Singh Bedi welcomed the Chief Minister and highlighted the importance of the event.
