Bills aimed at strengthening land records, easing business, and accelerating ownership rights: Hardeep Singh Mundian

Punjab Vidhan Sabha on Tuesday unanimously passed three crucial revenue-related amendment bills to fast-track property ownership rights, rationalize stamp duty, and strengthen digital land record management across the state.
Presented by Punjab Revenue, Rehabilitation and Disaster Management Minister S. Hardeep Singh Mundian, the Bills included the Indian Stamp (Punjab Second Amendment) Bill, 2025, the Punjab Abadi Deh (Record of Rights) Amendment Bill, 2025, and the Punjab Land Revenue (Amendment) Bill, 2025.
Highlighting the government’s focus on citizen-centric land reforms, Mundian said that the amendment to the Punjab Abadi Deh (Record of Rights) Act, 2021 would significantly accelerate the “Mera Ghar Mere Naam” scheme, under which residents of Abadi Deh (village habitation) areas are granted ownership rights to their occupied properties.
He said that the reduction in timelines for objections and appeals under the amended law will speed up proceedings, ensuring that genuine residents receive ownership certificates without delay. “This will help thousands of rural residents obtain legal titles to their homes under the Mera Ghar Mere Naam initiative,” the Minister added.
Explaining the broader intent of the legislative package, Mundian said the amendment to the Indian Stamp Act, 1899 rationalizes stamp duty related to title deeds, hypothecation, and equitable mortgage — eliminating duplication of levies for the same loan transaction. This, he said, will lower transaction costs, promote ease of doing business, and benefit micro, small and medium enterprises (MSMEs).
On the Punjab Land Revenue (Amendment) Bill, 2025, he said the move would expedite case disposal before revenue authorities, minimize unnecessary summoning of non-litigants, and grant legal status to digital records and digital signatures. This, he noted, would strengthen the state’s digital governance framework and provide citizen-friendly, transparent record-keeping systems.
S. Mundian said these reforms collectively represent the government’s commitment to streamlining revenue processes, empowering citizens through ownership rights, and digitally modernizing Punjab’s land administration system.
