Scheme to Cover All Residents Without Income Cap; CM Mann and Arvind Kejriwal to Launch On January 15

In a major stride toward Universal Health Coverage, the Punjab Government is set to roll out the Mukh Mantri Sehat Yojna (MMSY) this month, offering ₹10 lakh cashless health insurance cover per family per year to all residents of the state.
A formal agreement was signed on Friday between the State Health Agency (SHA) and the United India Insurance Company in the presence of Health and Family Welfare Minister Dr. Balbir Singh. Under the pact, every household in Punjab will receive comprehensive health protection with no income or category restrictions.
Dr. Balbir Singh called it a “landmark reform” in Punjab’s health sector, emphasizing that the scheme expands coverage from the previous ₹5 lakh limit to ₹10 lakh per family annually.
“The Mukh Mantri Sehat Yojna will provide cashless treatment to all residents, including government employees and pensioners, without any exclusion criteria,” he said. The scheme will be formally launched on January 15, 2026, by Chief Minister Bhagwant Singh Mann and AAP National Convenor Arvind Kejriwal. Highlighting its inclusive framework, the Health Minister said that enrolment will be simplified through Common Service Centres (CSCs) using Aadhaar and voter IDs. “Beneficiaries will receive MMSY health cards, and a dedicated helpline will soon be launched for hassle-free assistance,” he added.
Providing details of the operational model, Dr. Balbir Singh said that the initial ₹1 lakh per family will be insured through United India Insurance Company, while the remaining coverage up to ₹10 lakh will be managed by the State Health Agency on a trust basis. The company was selected for its credible record in implementing similar insurance schemes across states like Tamil Nadu. He informed that the scheme adopts the latest Health Benefit Package (HBP) 2.2, offering over 2,000 treatment packages.
“A total of 824 hospitals—212 public, eight under the Government of India, and more than 600 private hospitals—are already empanelled to provide secondary and tertiary care services. This network will continue to grow as the scheme progresses,” Dr. Singh said.
Also present on the occasion were Principal Secretary Health Kumar Rahul, State Health Agency CEO Sanyam Aggarwal, and Executive Director of United India Insurance Company Mathew George, who signed the agreement. The new scheme marks a historic push toward making quality healthcare accessible and equitable for every family in Punjab, fulfilling the state government’s commitment to health dignity and financial protection for all.
