Chandigarh, December 30
Under the leadership of Chief Minister Bhagwant Singh Mann, the Punjab Cabinet on Monday approved a series of administrative and citizen-centric reforms aimed at improving governance and public service delivery across the state.
As part of the decisions, Banur (SAS Nagar) has been upgraded from a Sub-Tehsil to a full-fledged Tehsil, while Hariana (Hoshiarpur) has been created as a new Sub-Tehsil. The move is expected to ease access to government services, reduce public inconvenience, and eliminate the need for long-distance travel for routine administrative work.
Land Reforms and Digital Governance
In a major step toward modernising land administration, the Cabinet approved amendments to the Punjab Land Revenue Act, 1887. The changes will simplify the appeals process, curb unnecessary litigation, and legally recognise digital land records and digital signatures.
Officials said the amendments are aligned with the state government’s efforts to enhance transparency and ensure faster dispute resolution. The Punjab Government’s dedicated e-services portal (https://eservices.punjab.gov.in) has already simplified procedures such as Khangi Taqseem (family partition), making it easier for citizens to access Zamabandi copies, process land demarcations, and receive compensation for crop damage.
Relief for Special Teacher Educators
In another important decision, the Cabinet granted a one-time age relaxation for contractual Special Teacher Educators serving under the Samagra Shiksha Abhiyaan, allowing their regularisation in the Department of School Education.
The government stated that this move acknowledges the valuable contribution of trained educators working for Children with Special Needs (CWSN). It ensures continuity in inclusive education without imposing any additional financial burden on the state exchequer.
With these measures, the Bhagwant Singh Mann-led government reaffirmed its commitment to citizen-first, transparent, and digitally empowered governance in Punjab.
