Haryana Ranks 7th Largest State in Terms of Startups: Chief Minister

Haryana Chief Minister Nayab Singh Saini urged industrial groups and investors to take advantage of investment opportunities in the state’s rapidly growing food processing sector, expanding logistics ecosystem in the National Capital Region (NCR), electric vehicle (EV) parks and other sectors.


Addressing entrepreneurs and industrialists from 12 countries and 27 states at the TiECon Chandigarh Summit 2026, the Chief Minister said that the state government has created a highly conducive industrial environment where investor confidence is increasing and entrepreneurs are getting ample opportunities. He added that the government is continuously simplifying processes to promote ease of doing business and ease of living, with a strong focus on digital governance, transparency, and accountability.


Highlighting progress across various sectors, Saini said that the food processing industry is expanding rapidly both nationally and within the state, with nearly 28,000 units already established. He noted that the sector still holds immense potential. In terms of logistics, he stated that Haryana ranks third at the national level and first in North India, with around 57 percent of its geographical area falling within the NCR, which is being developed as a major logistics hub. He also encouraged investment in the EV sector, where a progressive policy offers several incentives and facilities.


Chief Minister said that India is transitioning from a consumption-based economy to a production– and innovation-driven economy, and Haryana has played a significant role in this transformation. He added that the state, once known primarily for agriculture and traditional industries, has now emerged as a hub of innovation, startups, and technological advancement.


Under the Haryana Startup Policy, the government is providing financial assistance, mentorship, infrastructure, and market access to youth. Cities like Gurugram, Faridabad, Panchkula and Hisar are rapidly emerging as startup hubs, particularly in IT, agri-tech, fintech, health-tech, and manufacturing sectors. He stated that Haryana is currently the 7th largest state in terms of the number of startups, with over 9,500 recognized startups, nearly 50 percent of which are women-led. The state aims to increase women’s participation in startups to 60 percent in the next phase.


Saini further stated that 14 districts of Haryana and around 57 percent of its area fall under the NCR, while approximately 66 percent lies within the influence zone of the Delhi-Mumbai Industrial Corridor. The state has excellent connectivity through air, rail, and road networks and is a major contributor to India’s exports, achieving exports worth ₹2.75 lakh crore in 2023–24.


He also highlighted key policy initiatives, including the Integrated Mini Food Park Scheme, under which capital subsidy of up to 50 percent (maximum ₹10 crore) is provided for projects in C and D category blocks. Significant exemptions in stamp duty are also being offered for land purchase or lease in industrial areas and parks—100 percent in D category blocks, 75 percent in C category, and 50 percent in A and B categories.


To facilitate investors, the Haryana Enterprise Promotion Center has introduced a single-roof clearance system, providing over 230 services through an integrated online portal. Additionally, more than 1,100 compliances across 48 departments have been simplified to reduce regulatory burden.


The Chief Minister said that several major infrastructure projects are underway in the state, including a 500-acre electronics manufacturing cluster at IMT Sohna, an integrated multi-modal logistics hub at Narnaul, and an integrated manufacturing cluster at Hisar. Moreover, HSIIDC is developing 10 new Industrial Model Townships across the state on the lines of IMT Manesar.
Assuring full support to investors and entrepreneurs, he said the government will provide guidance, resources, and policy support to help transform their ideas into successful enterprises. On the occasion, he also presented the TiECon Chandigarh Awards 2026.


Former Minister Aseem Goel said that under the leadership of Chief Minister Nayab Singh Saini, Haryana is reaching new heights of development. He added that the state government is fully supporting investors and creating a favorable environment for business and entrepreneurship.


Commissioner and Secretary of the Industries Department, Dr. Amit Kumar Agrawal, said that Haryana has emerged as a major global hub in IT and ITES. He invited investors to take advantage of opportunities in the upcoming industrial area being developed at Barwala, Panchkula.


On this occasion, TiE Chandigarh President Mr. Puneet Verma, STPI Director General Mr. Arvind Kumar, Director Mr. Shailendra Tyagi, and others also shared their views.
