In a significant step towards leveraging technology for environmental protection and regulatory oversight, the Punjab Pollution Control Board (PPCB) has constituted a dedicated Online Monitoring Cell (OMC) at its head office in Patiala.
The newly established cell will undertake continuous monitoring of emissions and effluents coming out of industries and common treatment facilities in Punjab. The war-room kind of setup will monitor Online Continuous Emission and Effluent Monitoring Systems (OCEMS), Continuous Ambient Air Quality Monitoring Stations (CAAQMS), Online Data Acquisition and Monitoring Systems (ODAMS), CCTV surveillance systems, GPS tracking mechanisms and barcode-based software deployed by industries, Common Effluent Treatment Plants (CETPs), Common Bio-medical Waste Treatment Facilities (CBWTFs), and Treatment, Storage and Disposal Facilities (TSDFs).
The Online Monitoring Cell will be responsible for ensuring uninterrupted connectivity of monitoring systems with PPCB servers, maintaining a comprehensive database of online platforms, developing standard operating procedures for data review, and submitting daily monitoring reports. The cell will also identify habitual violators and recommend corrective action to concerned field offices.
Importantly, any serious environmental violations detected through online monitoring—including discharge of untreated wastewater, polluting emissions, improper disposal of hazardous waste, or bio-medical waste-related violations—will be immediately escalated to the competent authorities for prompt action. The initiative reflects the Board’s commitment to strengthening environmental governance through real-time monitoring, improved transparency and evidence-based enforcement.
Chairperson Reena Gupta, Punjab Pollution Control Board, stated: “Environmental regulation in the 21st century must be driven by technology, transparency, and timely intervention. The Online Monitoring Cell as a robust digital monitoring ecosystem represents a major step towards proactive environmental governance, enabling us to identify violations swiftly, improve compliance, and protect Punjab’s air, water, and public health more effectively. Our objective is to create a framework that supports both sustainable industrial growth and environmental stewardship.” The functioning of the Online Monitoring Cell will be reviewed regularly by the Member Secretary, PPCB, to ensure effective implementation and continuous improvement of monitoring mechanisms across the state.
