Haryana to Register 1.38 Crore Farmers Under AgriStack Through Aadhaar-Based OTP System

In a major step toward digital transformation of agriculture, the Haryana government is set to register 1.38 crore farmers under the Farmer Registry (AgriStack) using OTP-based Aadhaar authentication.

The initiative aims to ensure transparency, accurate identification, and efficient delivery of benefits to cultivators across the state.The plan was reviewed by Dr. Sumita Misra, Financial Commissioner, Revenue and Disaster Management Department, during a video conference with Deputy Commissioners, District Revenue Officers, and Tehsildars.

Dr. Misra directed district administrations to launch special campaigns and village-level camps in close coordination with the Revenue and Agriculture departments to accelerate implementation.She instructed that both the Farmer Registry and the Digital Crop Survey (DCS) must be completed by February 2026, emphasizing the importance of maximum farmer participation and focused rural outreach.

Calling the project “transformational for farmers,” Dr. Misra said the Aadhaar OTP-based system will create 1.38 crore unique Farm IDs, ensuring accuracy and enabling targeted benefit delivery. She added that the data collected would strengthen digital land and crop records, improve implementation of agriculture schemes, and enhance transparency in welfare disbursement.To ensure effective oversight, Additional Deputy Commissioners have been appointed as nodal officers in each district, while Deputy Commissioners will conduct weekly reviews to monitor field progress and inter-departmental coordination.

The registration process will begin tomorrow in Ambala, Panchkula, and Faridabad districts. Dr. Misra stressed that the Farmer Registry will be linked directly with the PM-KISAN scheme and other beneficiary programs, underscoring the importance of meeting targets within the stipulated timeframe.Highlighting the need for efficiency, Dr. Misra directed that paperless registration files must not be reverted more than twice. The revert window has been reduced from five days to 48 hours, and officers were asked to strictly follow the FIFO (First-In, First-Out) system to eliminate procedural delays.

Senior officers from the Government of India, including Rajeev Chawla, Chief Knowledge Officer and Advisor, Ministry of Agriculture and Farmers Welfare, participated in the review meeting. Dr. Misra informed that Revenue and Agriculture Departments would jointly organize special registration camps to link land records with agricultural welfare schemes.Deputy Commissioners, Sub-Divisional Magistrates, and senior district officers will oversee implementation in Ambala, Panchkula, and Faridabad, while joint teams of Revenue and Agriculture officials will begin registration camps from tomorrow.

Dr. Misra noted that nearly 46,000 paperless registrations have already been completed, reflecting steady progress on the ground.She emphasized that continuous monitoring, accountability, and coordination between departments are essential to the success of digital governance reforms in the state.
