Himachal Pradesh among top states in India Electric Mobility Index: Mukesh Agnihotri

Himachal Pradesh has emerged as one of the leading states in the India Electric Mobility Index, reflecting the state government’s sustained push towards green transport and digital reforms, Deputy Chief Minister Mukesh Agnihotri said on Tuesday.

Presiding over the fifth meeting of the HP State Transport Development and Road Safety Council here, Mukesh Agnihotri said the state’s performance in the India Electric Mobility Index released by NITI Aayog was a recognition of its commitment to sustainable mobility and transparent governance in the transport sector.

He said that from January 2023 to December 2025, the Transport Department generated revenue of ₹2,597.59 crore—an increase of nearly ₹1,098 crore compared to the corresponding period of the previous government. This growth, he added, was driven by stronger enforcement and extensive digitalisation of services.

India Electric Mobility Index reflects green transport push

The Deputy Chief Minister said that Himachal Pradesh’s ranking in the India Electric Mobility Index underlined the government’s focus on electric vehicles, clean energy adoption and environmentally responsible transport policies. He reiterated the government’s resolve to work towards the vision of a “Green Himachal.”

He informed that the Transport Department ranked second in the state in terms of revenue and tax collection, as per the Finance Department’s Explanatory Memorandum for 2024–25.

Digital reforms and automated testing facilities

To make vehicle fitness testing scientific and transparent, Automated Testing Stations (ATS) are being established across the state. Government-run ATS centres are coming up at Haroli in Una and Nadaun in Hamirpur, while private-sector centres have been approved at Ranital (Kangra), Bilaspur, Kangu (Mandi), Nalagarh (Solan) and Paonta Sahib (Sirmaur). Construction at Ranital has been completed, while work at other centres is progressing.

He said that digital initiatives such as auto-approval of permits, licences and fitness certificates would reduce paperwork and repeated visits to RTO offices. Under the new system, fitness tests of commercial vehicles will be conducted digitally using photo and GPS-based evidence.

Subsidies, employment and road safety measures

Mukesh Agnihotri said that a 40 percent subsidy is being provided for converting petrol and diesel taxis into e-taxis, while up to 30 percent subsidy is available for buses on 390 new routes. Under the Rajiv Gandhi Self Employment Scheme, a 50 percent subsidy is being given for e-taxis, benefiting 96 youth so far.

He said that road safety initiatives, including a dedicated curriculum for classes 6 to 12 and funding of over ₹2,057 lakh for stakeholder departments, have helped reduce road accidents and fatalities across the state.

The Deputy Chief Minister also launched the m-Fitness App, enabling digital vehicle fitness inspections, real-time data synchronisation and prevention of fake certificates.

Additional Chief Secretary R.D. Nazeem, Managing Director HRTC Nipun Jindal, Transport Commissioner Neeraj Kumar and other senior officers were present at the meeting.
