Haryana State Election Commissioner Devinder Singh Kalyan has said that the Commission is committed to ensure the conduct of elections in a free, fair and transparent manner.
While referring to the memorandum submitted by the representatives of Congress Party on May 6, 2026, highlighting the 17,086 voter entries in the electoral roll of Municipal Corporation, Panchkula and claimed to be duplicate and/or identical, Devinder Kalyan said that entries of around 17,000 have been mentioned in the said Memorandum, whereas, a list of such 8543 voters only was submitted.He emphasized that though the memorandum is beyond the prescribed date, more particularly when the political party could submit claim/ objection/ appeal within prescribed period, the cognizance of said memorandum has been taken to maintain the sanctity of electoral rolls.
The Deputy Commissioner, Panchkula has been directed to re-verify such entries to ensure a fair and free election.After the scrutiny of the said 8543 entries, the Deputy Commissioner has been directed to submit a comprehensive fact finding report after inquiring the facts given in the memorandum. The State Election Commissioner further maintained that though due diligence and sincere efforts have been made in the preparation of electoral roll, the Commission is committed to rule out any error.
The process till the final publication of electoral roll is under the supervision of Deputy Commissioner and there is no role of any political party in making and recording the entry in electoral roll, except to the submission of claims and objections and further appeal, if any, he asserted.
He said that as per the notification issued by State Election Commission dated 16.02.2026 the claims and objections were invited till March 7, 2026 on the draft electoral roll published on February 28, 2026. Even after the disposal of claims and objections at level of Revising Authority, appeals could be filed with Deputy Commissioner till March 16, 2026. All stake holders, including the political parties, were afforded with appropriate opportunity during preparation and publication of final electoral roll, which was sent to all political parties on 27.03.2026. However, no objections or list of duplicate/identical voters was provided by any Political Party during the period prescribed in notification and no issue with regard to the same was raised by Congress Party in the All Party Meeting held on April 22, 2026 in the office of State Election Commission.
