Himachal Pradesh has emerged as the number one state in India in effectively leveraging information technology to deliver accessible, transparent and time-bound public services, Chief Minister Thakur Sukhvinder Singh Sukhu said on Monday. He stated that even in the remotest and tribal areas, most government services are now available “at the click of a mouse”, terming it a historic step towards good governance.
SITEG Meeting And CM’s Directions
The Chief Minister was addressing the General House meeting of the Society for Promotion of IT and e-Governance in Himachal Pradesh (SITEG) on Monday evening. He conducted a detailed review of various IT-based applications and software developed by the department and directed officers to make these systems more citizen-friendly, secure and effective.
Reviewing the ‘Him Upasthiti’ application, developed to ensure attendance of employees working in various government departments, Sukhu directed that its efficiency, transparency and reliability be further enhanced. He also ordered that registration of all state government employees on the ‘Him Access Portal’ be made mandatory, asking that all employees complete their registration within one month.
New Asset Mapping And AI For Revenue
Launching the Asset Mapping Application, the Chief Minister said the initiative would provide comprehensive and updated information related to citizens’ properties. He added that this would significantly support infrastructure development, effective policy formulation and improved resource management.
Sukhu informed that an Artificial Intelligence-based document verification and validation system is being integrated into the Him Seva Portal to ensure faster and more efficient delivery of revenue services. This AI-based system will act as a first-level scrutiny mechanism, easing the workload of revenue officers while offering citizens smoother and more transparent services.
Faster, Error-Free Applications For Citizens
At present, revenue services involve manual verification of a large volume of applications, leading to excessive workload on officers and frequent rejections due to minor errors such as unclear photographs or incorrect formats. As a result, officers spend considerable time on preliminary checks and citizens are often forced to make repeated visits to government offices.
The new AI system will automatically scan documents at the time of upload to check clarity, formatting and completeness, including details such as signatures. It will also cross-verify personal details like name, date of birth and Aadhaar number with the uploaded documents and flag discrepancies, providing applicants instant feedback to rectify errors before submission.
Him Parivar, Welfare Mapping And Future Tech
The Chief Minister directed that comprehensive mapping under the Him Parivar Portal be ensured down to the panchayat level, with inclusion of socio-economic data and integration with all state government welfare schemes. He said land-related data would also be incorporated to enable transparent and targeted delivery of benefits to eligible beneficiaries.Outlining the future roadmap, Sukhu said the state is gradually integrating Artificial Intelligence and blockchain technology into e-governance to meet upcoming requirements. He added that AI-based systems would improve service quality, enhance the accuracy of decision-making and speed up grievance redressal, while blockchain would strengthen data security, transparency and record management.
Lok Mitra Kendras And National Recognition
Reiterating the government’s vision, the Chief Minister said the objective is to build a smart, digital and future-ready Himachal Pradesh where governance is more accountable, efficient and citizen-centric. He also directed an increase in the number of Lok Mitra Kendras in the state, calling them the backbone of public service delivery in rural and remote areas and stressing time-bound resolution of issues faced by their operators.
Chief Minister’s Principal Advisor (DTG & Innovation) Gokul Butail informed that Himachal Pradesh has received special recognition for its visionary digital governance initiative, the “Him Parivar Project”, at Deloitte’s flagship government conference ‘Aarohan 2025’. He said the state has strategically leveraged digital technologies to establish a future-oriented, transparent and citizen-focused governance framework.
The meeting was attended by Chief Minister’s Principal Advisor (DTG & Innovation) Gokul Butail, Additional Chief Secretary K.K. Pant, Shyam Bhagat Negi, secretaries of various departments and other senior officers.
