]The Haryana Government has made vigilance clearance mandatory for major service-related matters involving Group ‘A’ and Group ‘B’ officers, including promotions, pension, superannuation, deputation and passport issuance, to strengthen transparency and accountability in governance.
The revised guidelines, issued by Chief Secretary Anurag Rastogi, establish a uniform framework for obtaining Vigilance Clearance/ No Objection Certificate (NOC) across all government departments, boards, corporations and authorities. Departments have been directed to submit complete proposals in the prescribed format, with superannuation cases to be sent at least one year before retirement to ensure timely processing of pension benefits. Any concealment or suppression of facts will be treated seriously. The government has also made Administrative Secretaries and Heads of Departments responsible for ensuring that no eligible case is processed without prior vigilance clearance and that all proposals are submitted within the prescribed timelines.
