‘Ease of Justice’ Push: Haryana Announces Advocates’ Tower as CJI Surya Kant Inaugurates Gurugram Judicial Complex

Haryana Chief Minister Nayab Singh Saini on Sunday announced that an Advocates’ Tower will be constructed in Gurugram to further strengthen infrastructure for the legal fraternity, while calling for “Ease of Justice” to become a national priority on the lines of “Ease of Doing Business.” The announcement came during the inauguration of the Tower of Justice, a state-of-the-art judicial complex, by Justice Surya Kant.


The inauguration ceremony was attended by judges of the Supreme Court of India and the Punjab and Haryana High Court, Union Law and Justice Minister Arjun Ram Meghwal, Union Minister Manohar Lal, Union Minister of State Rao Inderjit Singh, senior advocates and government officials. Addressing the gathering, Saini said the proposed Advocates’ Tower would complement the newly inaugurated judicial complex and help create a more efficient and integrated justice delivery system in Gurugram, which is witnessing rapid urbanisation and commercial growth. He said the Haryana government remains committed to strengthening judicial infrastructure in line with the city’s expanding needs.


Emphasising the importance of judicial reforms, the Chief Minister said India’s goal of becoming a developed nation by 2047 cannot be achieved through economic progress alone. “A developed India requires a justice system that is speedy, transparent and accessible to every citizen. Just as the country has focused on Ease of Doing Business, it is now time to make Ease of Justice a national priority,” he said.

Describing the Tower of Justice as a “modern temple of justice,” Saini said the complex symbolises the faith of millions of citizens in the Constitution and the judiciary. He added that every individual approaching the courts deserves a justice system that is efficient, fair, technology-driven and time-bound. Spread across two towers, the judicial complex is among the largest in northern India. It increases the number of courtrooms in Gurugram from 45 to 55 and houses several integrated facilities, including a bar library, mediation centre, bank, post office and other public service amenities.


The complex is equipped with modern digital infrastructure aimed at improving case management, accelerating disposal of cases and enhancing access to judicial services for litigants. Recalling the project’s journey, Saini said the foundation stone of the complex was laid in 2017 when Justice Surya Kant was serving as a judge of the Punjab and Haryana High Court. “Today, destiny has brought him back as the Chief Justice of India to dedicate this completed institution to the nation,” he remarked.


Expressing confidence in the new facility, the Chief Minister said the Tower of Justice would emerge as a symbol of public trust and constitutional values by delivering faster, technology-enabled and citizen-centric justice, while further strengthening Gurugram’s position as a leading judicial and commercial hub in the country.
