Rural infrastructure to be fast-tracked under ‘Vyavastha Parivartan’: CM Sukhu

Chief Minister Thakur Sukhvinder Singh Sukhu on Friday directed all departments to complete pending rural development works within the next three months, underlining that inclusive and sustainable growth of Himachal Pradesh is inseparable from the progress of its villages.

Reviewing the status of sector-wise schemes sanctioned for rural areas, the Chief Minister said that with nearly 90 per cent of the State’s population residing in villages, strengthening rural infrastructure remains central to the government’s development agenda. He stressed that delays in execution, despite availability of funds, would no longer be tolerated.

During the review meeting, it was found that a large number of projects under various schemes—including the Backward Area Sub Plan, MPLAD, Vidhayak Kshetra Vikas Nidhi Yojana, Local Area Development Fund, Mukhya Mantri Gram Path Yojana and other MLA-funded initiatives—were either stalled or progressing at a slow pace.

Expressing concern, the Chief Minister pointed out that several small yet critical works such as installation of hand pumps, construction of village roads, footpaths, drains, irrigation channels, retaining walls, boundary walls, footbridges and community halls had remained pending for extended periods. He said these decentralised works directly respond to local needs and are essential for last-mile delivery of development.

Shri Sukhu said that since the formation of the present government, “Vyavastha Parivartan” has been adopted as the guiding principle of governance, aimed at correcting systemic lapses and reviving neglected rural development processes. He noted that many petty works had remained incomplete for years despite funds having already been released, reflecting serious implementation gaps.

Sharing performance data, the Chief Minister said that 11,064 works worth Rs. 204 crore had not been initiated, while 16,834 works involving Rs. 348 crore had remained under execution for an unusually long period. He said strict directions were issued during a recent meeting with Deputy Commissioners and field officers to accelerate stalled projects and submit regular progress updates to his office.

As a result of intensified monitoring and focused execution, 18,262 works and small schemes were completed between October 2025 and January 15, 2026, bringing tangible relief to rural communities. The Chief Minister said progress is now being tracked through a real-time digital dashboard, with field officers submitting daily status reports to ensure transparency and accountability.

Reiterating the government’s commitment to equitable development, Shri Sukhu said that implementation of schemes would remain free from political considerations and focused solely on public need. Departments including Jal Shakti, Public Works, Block Development Offices and Panchayats have been instructed to fast-track all sanctioned works that are delayed or moving at a sluggish pace.

Secretary (Planning) Abhishek Jain presented a detailed progress report, informing that 9,689 out of 11,064 pending works, amounting to Rs. 177 crore, were completed within three months from October 2025 to mid-January 2026. He further said that 8,573 out of 16,384 long-pending works, involving Rs. 159 crore, were also expedited and completed during the same period.

He added that field inspections and review meetings were conducted in districts such as Chamba, Kullu and Bilaspur to verify on-ground progress. Long-pending utilisation certificates have also been obtained from concerned agencies to ensure financial compliance.

The Chief Minister reiterated that under Vyavastha Parivartan, the State Government remains firmly committed to fast-tracking stalled development projects, enforcing strict monitoring mechanisms and ensuring optimal use of public funds so that the benefits of development reach every village and every section of society.
